Recruiters get paid by their clients to find candidates who are a very close match to their requirements. If you've submitted your resume, and don't hear back, it's because your qualifications don't match what the recruiter knows the client wants. Unless the recruiter has an opening that you're a fit for, they are unlikely to spend any time with you.

If a recruiter has asked for your resume, and then won't return your call, that's just poor form. Even if it turns out your background is not a fit for the position, the recruiter should let you know that.

A mismatch between your background and client requirements might not always be obvious. Sometimes the client is looking for people coming out of a particular industry or company; sometimes they are very specific about education, or the size of company a candidate has worked for. Since they are paying big fees to the recruiting firm, they are able to be very demanding about what they're looking for.
